Headlight stickers... why/why not?

Last week at Martinsville and this week at Talladega, Rusty Wallace hasn't had
those LOVELY headlight decals on his Taurus.  Same for John Andretti.  
However, Wallace's teammate, Mayfield, used the decals, and Andretti's
"teammate", Petty, used the decals.

I thought the manufacturer (Ford, Chevy, Pontiac) TOLD their drivers whether
to run the decals or not.  Is this not true?  What's the scoop?

   I think they should be REAL headlights! Lapped car holding you up,
just start flashing

If they were real, the leader could run with lights on like they do in the
sports car races, so (1) the leader is easy to spot in a pack of cars, and
(2) slower cars know the leader is coming up on them so they can move
over.
