Yes, all tools have to be put down and no one can even touch the cars
after they've been secured for the duration of the red flag.

At last year's Busch North race at Lime Rock this also happened.
One of the crew's asked a NASCAR pit official if they could
give their driver a drink during the red flag. The NASCAR
official, jokingly, asked what the driver wanted -- when
the crew member said Gatorade, of course, the offical
said then it was okay  8-)

Yes.  Except for covering up the cars and extricating the driver
nothing is supposed to happen.

As far as I know, (and from what the CBS commentator said) was that NO work
whatsoever can go on during red flag conitions....
