I never thought I would see referees as bad as those from Paraguay.  

Even some that have sprouted from Colombia did not sway me from that belief.

But now I am ready to drop my prejudices and see the world anew,  through
eyes unencumbered by provincial impressions.

In this new world order,  it is clear that the worst referees this year have
been from Germany.  Congratulations!

As bad as Assenmacher was, Loustau was worse!  IMHO, the only mistake
Assenmacher made was in not sending off Koemann.  (No doubt, a big
mistake, but not an uncommon decision in important games.)  The offsides call
was flagged by the linesman, and Assenmacher accepted this decision.  (He
didn't have the benefit of television replay.)  Again IMHO, the proper
decision was made in refusing a penalty for the trips on Platt and on
Wouters.  Both fouls were outside the box and the player fell in.

Loustau, however, lost control of the match by trying to keep a WC
final from being decided on penalties.  Eventually, he was forced to do
just that.  (IMHO, he waved play on after several fouls that were
more severe than the one he eventually awarded the PK for.)  If Loustau had
awarded a penalty earlier, Argentina would have been forced to play an
attaching game, and we would have had a much more exciting final.

But we are trapped in a hopeless morass.  Trying to decide which referee
is worse.  As any player knows, even we amatuers, the correct answer is
"The next one!"  :-)

Thomas, you're confused. Loustau was not the referee in the WC'90 final.
Ariel refers to the comments made by Beckenbauer after a friendly (I think)
game in which Loustau was the "man in black".

Thanks, Rogelio.  What was the name of the referee in the WC'90 final?  Was it
Cordesal (SP?)?  I can't remember.  He was from Mexico as I recall.
Actually, I was quite surprized at his performance in the final as I
thought he was the best referee I had seen in the group games.

Yes, it was Codesal.

He had a really shameful refereeing performance in the final. But you know,
those things happen, and we have to live with that.

Ok,  to clear up the confusion:  Lostau was the referee in the game between
Germany and Holland in Italia '90.  He gave red cards to Voller & Rijkaard
when they were getting ready to start a boxing match on the field.

As for bad referees from Paraguay,  well you know which one I mean,  he is
balding and about 40 kilos overweight and terribly concerned about whether the
players talk back to him but so clearly overwhelmed by the events on the field
that in the end he doesn't even succeed at keeping his ears free from insults.
He also wears a moustache.

Oh yeah actually I think this describes all the referees from Paraguay that
I have seen in Copa America,  world cup qualifiers,  etc.,  except for the one
that did Brasil-Bolivia;  he was in good shape and with a full head of hair,
and he even kicked Dunga out of the game (though of course he neglected to call
a crucial penalty against Brasil around the 15' mark).

Univision,  cuando el referi por enesima vez cobro a cuarenta metros de la
pelota--"Claro,  el referi,  con el (pausa pa'l tacto) fisico que lo
caracteriza,  siempre cobra lejos de la jugada".
