 The competition has actually started in February, with a
preliminary round made to accommodate a change in CBF's ranking
system. By the old system, the state of Esprito Santo should
have two representatives, while Acre would have just one. The new
system was giving Acre the extra spot, but the ES league system
of the previous year was already set to give a second spot, which
was rightly claimed by Desportiva. So Desportiva-ES and Atltico
Acreano played a two-legged series to decide the last spot in the
First Phase. The first leg (Feb 27) ended 1-1, and in the return
leg Desportiva won 5-4 at home to claim their place.

 [B] - Srie B 2013
 [C] - Srie C 2013
 [D] - Srie D 2012 or relegated from Srie C 2012
 [N] - "non-league"

I'm the first one to bash the inexcusable ineptitude of those running ES
football, but any system that gives AC a second Copa do Brasil spot over ES
is a complete joke.

That said, both states should have at least two spots, at least 3 or 4,
really. And all the other states as well, of course. That could be achieved
simply by having higher division clubs join the Cup at later rounds as it's
done mostly everywhere else in the world.
