National League structure - a question

Does the team that wins National Two South automatically get promoted to
National 1?  The bottom three teams in National 1 at the moment are Northern
teams.  Below National 1 there is National League 2, split into Northern and
Southern regions.  It seems logical that the winners of National League 2
North and National League 2 South should get promoted, but which teams do
they replace?  As it stands, it would seem strange to relegate the lowest
placed Southern team from National League 1 even if there are two or three
Northern clubs below them.  Does anybody know how this works?

AFAIK Jewson 2N and Jewson 2S winners get promoted and they shift the
boundaries to accomodate the 2 leagues of 14. Since my old club is top
of J 2S I've been following this closely. There are similar problems
with the feeders into SW2 and IMHO SW divisions are providing a lot of
strenght in depth. Being on the borders with London & South East it is
quite apparent that for instance Maidenhead this season or Bracknell
last were *** the pants of L&SE clubs, and hardly raising a
sweat.
