Korea, why no 2-hour limit?

I thought there was a rule limiting races to 2 hours. Am I wrong? If not,
why didn't it apply to Korea, causing the race to be stopped before the
full distance was run?

Because the time under red flag does not count in the two-hour period.
They were slightly below the two hours limit.
