I think Silverstone _was_ the fastest before they tried to model it on the
layout of a car park in sections. keke Rosberg once posted a 160MPH+
qualifying lap (one of the most electrifying pieces of driving I've ever
seen BTW) and I don't think that's been bettered in F1. There again,
somebody will probably kindly inform me I'm wrong.

Well, in F1 I suppose Monza or Hockenheim is among the fastest, I think...

Monza. The lap record is in the 153 mph range and was set by David
Coulthard in 1995 with Williams.

This is just my guess since F1 cars are generally the fastest on a
non-oval.

The only other track I didn't consider was Le Mans. Perhaps I answered
the question on that note... ;)

Lot of poeple mention Silverstone, but how about the Le Mans.
How fast is that track, even though we don't have any F1 times?

Mmmm...*very* interesting question. Without knowing the facts (and not
wanting the facts to get in the way of a good surmise), I nominate Willow
Springs, in Southern California. I think higher average speeds than
Silverstone or Monza are possible here.

From: http://www.siii.pt/f1/w3f1/po/ci/ci/195805.htm
In 1970 the Spa version in use had 14100 m, and the records were:

        Race:           Pole:                   Fastest Lap

Pedro Rodriguez Jackie Stewart          Chris Amon
        BRM P153        March 701               March 701
        BRM 3.0 V12     Ford Cos. DFV 3.0 V8    Ford Cos. DFV 3.0 V8
        1:38'09.9       3'28.0                  3'27.4
        241.3 Km/h      244.0 Km/h              244.7 Km/h

You can see how things were different back then by noticing that the
fastest lap was faster than qualifying.

The 1985 GP at Silverstone, which has the fastest qualifying lap of all
times was slower during the race:

        Race:           Pole:           Fastest Lap

Alain Prost     Keke Rosberg    Alain Prost
        McLaren MP4-2B  Williams FW10   McLaren MP4-2B
        TAG 1.5 V6T     Honda 1.5 V6T   TAG 1.5 V6T
        1:18'10.436     1'05.591        1'09.886
        235.400         258.978         243.062
