I suspect they will be allowed to check the system over.  In general,

faults, particularly if the teams make the argument that there's a

I don't think swapping parts from one car to another is covered...

No - it wouldn't be.  Is that the issue?  I got the impression that the
problem was with the KERS unit not being hooked up right.  The rules
won't allow wholesale changes of units in most cases, but correction of
(say) wiring faults or adjustment of internal components* can be
allowed in the right circumstances.

* Except where explicitly sealed - as with large parts of the engine,
  the gearbox and so on.

I haven't really followed the KERS issue this weekend.  What are they
saying is wrong with it?
