The interesting part is:
"Board officials will meet Indian players and staff to compile a list of
offensive words and sayings, including insults that could be delivered in a
foreign language."

How aware would Indian players be of Aussie slang? I am not sure I could
contribute very much in that regard and despite the Indians' previous trips
to Ozzieland, there probably are several taunts in Aussie slang that the
players wouldn't understand or ones that the Australian board officials
wouldn't anticipate. OTOH, if it doesn't offend the players, I guess it
doesn't matter much.

While this does look like a very concerted and active effort by the ACB to
reduce racist insults by fans towards players, I do feel that they are
giving these meaningless act a little too much credence and offering the
attention that racist morons crave for so badly.

It doesn't matter whether or not the opposition understands what is said or
not, if it's racist then it's racist and even if the subject of the attack
doesn't understand what was said at him the perpetrator is still just as
guilty.

I was both surprised and happy when I heard that the ACB would be have
undercover ppl planted in the crowd to find the perpetrators -- surprised
because why hasn't anybody done this before !?!?

Cricket is the gentlemans game, and neither racism nor bad sportsmanship has
ANY place in this game.

I'm not so sure about this one though ..... I mean Symonds was attacked with
chants of "monkey" etc, so does that count ???  I just don't think that
simply drawing up a list of words/phrases that are offensive will encompass
them all, so I hope that these 'undercover plants' will be able to use
common sense and their own judgement.

btw I do have to disagree with you on this point ...

By putting undercover plants in the crowd they can quickly pick them out and
kick them out of the ground, with some being banned for life. I don't see
how that is "meaningless", nor do I see how putting these racist morons on
notice will give them any attention -- they'll simply be kicked out of the
ground, no cameras will be put on them and they won't make the news, so how
will they get any further attention???

The only attention they'll get is from the people in the crowd around them
who smirk and laugh as security escorts them out of the premises.

I was talking about the racist actions and taunts... I find those pretty
primitive, retarded and meaningless.

Regardless, it's the fact that their actions are recognized that bothers me.
It somewhat follows the same logic as going on with your lives as normal
after terrorist attacks when the natural reaction ought to be to take
precaution.
