4 Minutes / Over in Tests vs T20s

It's obvious that the administration/officials are clueless about the
complexity of a T20 match when compared to a Test match. Anyone who
isn't an idiot can see the difference in time (mostly due to the ball
being hit for sixes or strategizing every other ball or the frequency
of singles) it takes to bowl an over in a T20 vs a Test Match

Yes, Test Matches are already dull. You can't allow players to sleep
in an already low activity Government job. OTOH, Startups /
Entrepreneurs need more time to sleep. I'm pretty sure nobody
complains about T20 over-rate.

It's time for someone to get a clue
4.5 min  / Over in T20s
3.5 min  / Over in Tests

You're right - it's the last of their complaints.

I'm surprised you of all people need this spelled out.  Slow over rates
means fewer adverti***t breaks per hour.

Are you forgetting the mid-delivery adverts? They're my favourite!

x*y/z = x/z*y
(for non-zero zs)

or in layman terms,
If larger min/over reduces ad-breaks per hour, it also increases total
hours

Yes, obviously.

Not sure how that helps.  Assuming advertising revenue on a per-screening
basis, just means it takes longer to collect the same revenue.
