Are there restrictions on whether player can wear equipment with the
national team crest/symbols when playing domestic cricket ?

Gambhir was wearing his India helmet while playing the Ranji final.
Maybe a technicality, but does not seem appropriate to  wear national
team colors when playing for a provincial team.

Does this happen in the Pura Cup or other equivalent domestic

It's rather frowned on in England, though it happens occasionally. The
usual excuse given is that the batsman's county-logoed helmet got hit
(and you're not supposed to use a helmet after it's been hit very hard
by a ball because it is inevitably weakened by the impact) and he
hasn't had time to get a replacement.

There's absolutely no excuse, though, for wearing an international cap
in a non-international game (except a benefit or festival shindig, in
which case it may be almost required).

The only piece of national equipment I've ever seen used in a domestic
match was that same bit of gear, a helmet.  

IIRC Michael Bevan wore an Australian one once when playing a game for
Tasmania, just after transferring to there from NSW.  His NSW helmet was
obviously not a option, and he apparently hadn't yet acquired a TAS one.
