This match was tied, leading to a bowl-out.

According to Cricinfo,  NZ needed 17 to win off last over
or 16 to tie.

Looking at the Cricinfo commentary on the last over...

CH Gayle 4-0-22-1
JEC Franklin 4* (5b) SE Bond 3* (2b)

19.1 Bradshaw to Franklin, two runs, too full and on the pads,
Franklin  drives on the on side
19.2 Bradshaw to Franklin, SIX, lofted away high and over long-on
19.3 Bradshaw to Franklin, one run, length ball, Franklin drives it
away
19.4 Bradshaw to Bond, one run, full down leg side, Bond drives the
ball
19.5 Bradshaw to Franklin, legbye: one run
19.6 Bradshaw to Bond, FOUR, full toss, Bond drives and gets it pas
the
cover fielder, ball races away to the fence

End of over 20 (16 runs) New Zealand 126/8 (RR: 6.30 RRR: 1/0 = 0.00)
IDR Bradshaw 4-0-22-0 (1w)

Thats a tie. Winner will be decided by way of a bowl out

I only count 15 runs, so should WI have won???

Who cares, they had a bowl off which shows 2020 is a complete fast
anyway.

The ball-by-ball is wrong.  Or at least different to what was shown on
television, which had the score at 111/8 at the start of the final over, off
which 15 runs were scored as you pointed out.

In NZ's innings there was a very obvious leg-side wide not called by the
umpires, proving that the old ruse of distracting the umpire by appealing
for a stumping actually works every once in a while.

Dire match, incidentally.
