I've just discovered a brand new on-line golf handicapping service called
GolfCap. I don't know what the USGA thinks of this, but I'm sure it isn't
much!

Apparently, for $18 you can obtain a handicap by posting your scores over
the Internet, something which the USGA has expressly forbidden in the past
due to the missing "peer review" element.

It's one thing to establish a handicap this way and quite another to have
it recognized anywhere. One thing for sure: this should prove interesting!
