Cure for toe hits?

I started playing golf about 15 years ago, and for a long time my
handicap was under 10.  So I know a lot about the game... But I've
never heard any solutions to correcting toe hits other than lining the
ball up on the heel.  While many pros do this, there must be a better
way- altering swing plane or something...  I have rarely played in the
last 5 years, and this seems to be the main problem I've picked up
from the extended layoff from the game.  Does anybody have any
advice?

When I start hitting on the toe, it is because I am starting to cast
(outside-in) my club but it has gotten severe enough to cause pull-slices.

This (for me) is because my hips start rotating much faster than my
shoulders...
