Can anyone with experience sailing there tell me when conditions are
best for sailing in the small bay? I'jm not interested in wave
conditions...I can get waves where I am...mostly am interested in high
wind- flat water conditions. Looks like that bay might provide that
given the right wind direction.

If you really want the flat water, your best bet is to wait for a South or
Southwest wind - Almost straight onshore for the bay side of the peninsula.
The water is fairly shallow pretty far out, so you may get flat water if you
launch at the East Pier and stay fairly close to shore.
