Probably no matter what wind direction you pick, your still going to get
some jumpable waves even on the bay in Presque Isle. I sailed on the bay
from the Niagara Boat Launch once, and found four foot chop. Some of the
locals say they get good ramps on a west wind out in the middle of the bay.
If you really want the flat water, your best bet is to wait for a South or
Southwest wind - Almost straight onshore for the bay side of the peninsula.
The water is fairly shallow pretty far out, so you may get flat water if you
launch at the East Pier and stay fairly close to shore.
