Check out Maui Windsurfari, 808-871-7766. They have Kihei accomodations
and full windsurfing packages. Ask if they can provide the features you
need.
Also "SeaMaui" 808-879-0178. 101 No. Kihei Rd. Ask for a list of
adjacent resorts and condos. They advertise individual and group
beginner lessons, scuba diving, kayaks, etc. Also ask if they can
provide the features you need.
Most people rent a car, racks and equipment ... but check these places
out to see if you can do it "your way".
The only condo I know of on Maui fronting a good windsurfing park and
beach is "Maui Sunset" 808-879-0674 ... lots of windsurfers stay there
for that reason ... but you'd have to rent equipment and transport it
there. Once there, you can walk your equipment from your room to the
beach and sail (be sure to get a ground floor unit).

Realize that sailing only from your condo will cost you a lot of sailing
time. No one spot blows every day, so you must move around (i.e., drive)
often to catch the most wind.
Also, the law prohibits equipment rental concessions on the beach. Ya
gotta rent it one place (away from the beach) and drive to the beach.
Besides, there's a variety of sailing conditions to be had even when it's
blowing everywhere.
And SCUBA (and snorkel) diving is not that good where it's windy; swell
stirs up the silt and sand.
Wave sailing experience is not required. During the windy season (summer),
waves (i.e., surf) are hard to find.
And, besides, without a car you'll miss half or more of what Hawaii's all
about. Anyone who sits at one spot waiting for the entertainment to come
find him may as well go rent a virtual reality package of Hawaii; he'd see
and do more.
Let's face it; even the best vacation requires some work.
