Cabarete is a pretty cool place. I was there a few winters ago. The
sailing, frankly, when I was there, was pretty marginal. but I hear that
it can shred. Inside the bay was pretty choppy but not wild. Out on the
reef was excellent.
It can get pretty crowded with pretty unfriendly european sailors who
don't believe in right of way courtesy (Sorry for trashing all europeans).
The cool thing about the DR is the great scenerey. If you have a calm day
consider going horseback riding or, better yet, rent a motorcycle and ride
up to the windmill restaurant. It is about 1.5 hrs from Cabarete but has
the most amazing tropical view I have ever seen.
Don't be had by the "customs" officials. Only pay $1 or $2 MAX per bag to
be officially checked through.
Good luck!

My ideas of heaven: 30 knot winds on a 8'6" sailboard, a classic novel in front of a fire or 8 inches of powder on a crisp February ski day.
