As you probably don't know, there has been the second accident of the
season on the Garda Lake between a windsurfer and a hydro-foil. The
windsurfer probably won't die but things could go worse. In a similar
accident three years ago, an austrian windsurfer had been decapitated!!!

I don't know what is the best thing to do in order to avoid hydro-foils in
the North Area of Garda Lake (the zone between Torbole and Riva); but I
would like some suggestions for doing some very strong protests against
authorities.  

To all the surfers be very careful to hydro-foils when surfing in the Garda
Lake.

Pardon my ignorance but I do not understand your reference to a
hydro-foil.  Is that a motor driven vessel?  I am in the states and I
am not sure what it is you are describing.
 We have water hazards out here, mostly water skiiers and jetskis but
they generally stay in designated zones and only run into each other.
Please descibe the offending hydo-foil for me, anyone.

A hydrofoil is a boat which rides up out of the water and flies on an
underwater wing, the propellers are extended deeper than usual so they stay
submerged even when the boat is "flying"
