My wife and I have gone windsurfing at the outer banks several times.  We have
taken our two children and offer the following observations:

It is very hot during July and August, which would have been ok, but it was
hard to keep the kids cool.

We both like the area around cape hatteras (around Avon) more than around
Kitty Hawk.  I guess there is more of a small-town feel.  When we have stayed
around Hatteras, we camped most times at the Hatteras national seashore and
once at Frisco Woods.  The Frisco Woods campgroud caters to a lot of windsurfers but is buggy if you are camp in the woods rather than right on the shore.

Things to do besides windsurfing: beach combing, the ferry (free) from
the southernmost end of the island, body surfing.
