I replied in more detail privately but in general, the best spot is
Huguenot Park (north side of the jetty), in the ocean. For whatever
reason it tends to get a stronger seabreeze than other areas in this
part of the coast. There are two spots on the St. Johns River, one in
Green Cove Springs, and another in Mandarin that can be decent as well
but the wind is more fickle and basically unsailable if the wind is
blowing offshore from them. The Pond, a small lagoon in Huguenot
behind the dunes, is good during high tide for intermediates and is a
good place to learn to sail. Unfortunately, Huguenot is not near
anything, including much housing. St. Augustine and Jax Beach, both
off the beach, are fine places to sail as well. The best place to live
overall is probably someplace close to work and I-95 unless you don't
have to commute during the peak traffic periods. There are many nice
areas in all quadrants of Jax where you can find a home in that price
range, but beyond that it is so complicated that you really probably
just need a broker and to study a map as to fast routes to windsurf
spots and work.
