I went to Galicia (North East part of Spain) in August.
You will find there some wonderful spots (wave and slalom).  
Ferrol is nice, but the best I have found was two hours south from
la Coruna, after the Cabo Fisterra.  You will find the spot by folowing the road:
when you find big dunes, with noone around, it's there !

Just an advice: do not stop around Vigo which is crowded, and not interesting
Another advice: do not expect to find any windsurfing shop in this region;
but if you want to be the only one on the spot, that's the place to go !

During the whole trip, we camped (very cheap), and ate a lot of tapas (very very cheap)
 and drunk this wonderful wine they have : Rioja...

Spain Huh?
Well, I'm from Spain. I am sure you know the most important place for
windsurfing in Spain is Tarifa (SOUTH of Spain, in the Gibraltar Strait)
Windsurfing is just insane there..... NO 6.0 days... 4.5 is the usual
size . If you rae looking for Waves, Tarifa has some, but the best are
in Canos de Meca, not far from Tarifa (25 minutes at Spanish driving
speed). All I know about Portugal is Guincho, which seems to be a pretty
cool wave spot, but believe me, nothing beats Tarifa...Because nothing
beats Spain ( at least when it comes to having fun...)
