Hi, Novice sailor moving to Bay area. Any thoughts on places to start so
as not
to end up in Maui or in a Coast Guard basket would really be appreciated.

Try Berkeley or Alameda to start. There's a Bay Area Guide to launches
that can be had at the shops showing all the sites and there difficulty.

and you will learn a lot!!
