According to the California Department of Vehicles, all
offroad vehicles are required to be licensed. Mountain
bikes are not required to be licensed. DMV's definition
is the one that counts. You try to group bikes with gas
or diesel-powered vehicles. We are not.

As I said, you are trying to redefine things to your
satisfaction.
