Newbie Question: Specialist Road bike info needed

Where I live there is a "Specialist" road bike for sale for $220 in good
condition.  I do not know the model number but I do know the gear shifters
are on the body of the bike vs. the handle.  I'm interested in purchasing a
beginner road bike but not spend a fortune in the process.  Any advice
and/or info on this Specialist bike?

Do you mean "Specialized"?  This is a good brand.  I'd recommend looking for
the same model new in a bike shop.  Don't pay more than half for a used bike.
Also, look for paint damage which might indicate a crash possible damage to
the frame.
