Founder & Exercise

I have an 11 y/o mare recovering from founder (7 mos post). It is a
moderate founder. She was shown and in excellent physical condition. We
started physical therapy a couple months ago (walking). We have an
excellent team of vet and farrier who recommend and support this. The
problem: She (the mare) has now decided not to go further than a couple
steps outside her stall. No amount of sweet-talking, bribing, pushing,
pulling or bullying can make her move. Vet and farrier can't figure out
why either. She does not seem to be in a lot of pain. Any ideas would be
appreciated.  TIA (thanks in advance)
