The fact that they were in the _Open_ Intermediate division is the
clue. I'm guessing that USCTA rules are the same as CEF rules which
dictate that if a competition has a Prelim or Intermediate division but
not the level above, ie, a Prelim division but no Intermediate or
Intermediate but no Advanced, the division must be Open. He probably
would've had to go Advanced if there'd been an Advanced division. I
doubt he'd be allowed to downgrade because of injury unless he went HC.
Here in Ontario there is only one Advanced competition on the calendar
(the Canadian Open Championship, held this past weekend at Checkmate)
so the top-level horses and riders compete throughout the season at
Open Intermediate level.
