I am not a rich person and just getting into horses.  Will I ever be able
to afford my own?  Are there any alternatives out there?  Anyone in
Washington state that would be willing to help a poor horse lover fulfill
their dream?  

I just keep hoping that some kind of arrangement will fall into my lap!

I do not know if they do this in Washington, but around here
(Oakley, Ca) it is popular for people who do not have the
initial investment to lease horses.  That is, they pay the up
keep and board, but they do not actually own the horse.  
It benefits the owner who may not have time for their horse
but they do not want to sell it and it benefits the lessor by
giving them the feeleing of owning without the out of pocket

Also, you might arrange a half-boarding with someone: ie, I pay you XX$$ per mo
nth in return for riding. Or, once I free-leased my horse out while in school.
Someone picked up her bills in return for her use, but did not pay me a fee on
top of that, like a regular lease. My advice? Take lots of lessons, so you can
be safe, secure, and have fun without getting yourself into a dangerous pickle,
 and keep your ears open for a busy owner who wants someone to work the horse d
