Hi Has anyone here built Outriggers or Stabilizers for their canoe??

Well , no I have not built an outrigger or ama but you might find some
thing interesting or inspiring at one of the following sites , you might
have to search around a bit on the first one:

You could get some white 4" plumbing pipe at Home Depot and dip one end in
boiling water for a minute or so.  Pull that end out and squeeze it in a
vise.  Seal with silicone.  Do the same to the other end, or put a cap on
it.  Instant streamlined outrigger.
