Can someone give me the rules that are used by ASA, AFA, PONY and Bobby Sox in
th efollowing areas:

Number of defensive players on field 9 or 10

Bat only 9 or all players

steal of home

Steal other bases - when can they leave their base

You can steal one base and one base only per pitch (except home).  You can not
leave the base until the ball leaves the pitchers hand.

Bobbysox 10 and under rules....

Number of players on defense is 9,  team limited to 12 players total.

Batting all players on the team.

Can steal home only if played upon, or a runner at another base is played upon, or
if the ball when thrown to the pitcher gets by her and the ball ends up outside
the pitching circle,  or if the pitcher throws or walks the ball outside the
pitching circle.

Girls can only steal other bases (home not included) after the ball has crossed
the plate, same answer on leading off, only after the ball crosses the plate.

Sometimes there are 10 defensive players: It's a rule option, often
not adopted, but we're using it for Fall-Ball this year in Northern
California

ASA doesn't differentiate by age group in this rule,  The rule in question
is 8.8.S The Runner is Out: (FP only) When the runner fails to keep
contact with the base to which the runner is entitled until the ball
leaves the pitcher's hand. EFFECT: The ball is dead, "NO PITCH" is
declared ... and the runner is out.

No mention of a modification for 10U is made in the rules, POE or case
book.  Some leagues allow more stealing than ASA does for 10U, including
stealing home, but they keep the runner on the base until the pitch
reaches the plate as in slow pitch.  ASA is not one of them.  The exchange
for allowing the 10 year olds to leave at the release is that they are
limited to stealing only one base per pitch and they are not allowed to
steal home.  That does not prevent an award of home, as on an overthrow on
a pickoff attempt, etc.
