ASA doesn't differentiate by age group in this rule, The rule in question
is 8.8.S The Runner is Out: (FP only) When the runner fails to keep
contact with the base to which the runner is entitled until the ball
leaves the pitcher's hand. EFFECT: The ball is dead, "NO PITCH" is
declared ... and the runner is out.
No mention of a modification for 10U is made in the rules, POE or case
book. Some leagues allow more stealing than ASA does for 10U, including
stealing home, but they keep the runner on the base until the pitch
reaches the plate as in slow pitch. ASA is not one of them. The exchange
for allowing the 10 year olds to leave at the release is that they are
limited to stealing only one base per pitch and they are not allowed to
steal home. That does not prevent an award of home, as on an overthrow on
a pickoff attempt, etc.
