Our copper strips are getting old and scuffed up.  Is there a way to
remove rust stains, dirt spots, etc., without ruining the conductivity of
the strips?

Try copper/silverware polish! I have never tried it, but it should work. One
thing that is often used here in Sweden for fixing tears/kinks/rips is
conductive aluminum tape. 5 cm wide, *very* strong glue, good conductivity,
reasonable price. You can get the stuff in any hardware store in Sweden - try
RadioShack over there.

What!!  You mean Sweden doesn't have FencingShack, a retail outlet chain  
of discount Fencing equipment stores, like all over the Western US?  You  
can get special copper strip repair patches for $1.25 for a 15cm square.
