My foil barrel or the blade has the threads stripped - it doesn't tighten
properly unless I turn the barrel way down, and it will turn it past all the
threads.  Question: can I fix this by simply buying a new barrell or will I
have to put a new barrel on and rethread the blade?

The problem is probably with the barrel. After awhile the barrel has a
tendency to flare out in such a way that you have to thread it down
further in order for it to tighten up. Replace the barrel first (cost
$3) vs a new blade, and thread it on before you wire it to see what
happens. If that solves the problem throw out the old barrel.
