I have a Tri Colorado with 26 inch clincher wheels. The only
tires that I've been able to find for these wheels are
650 x 20 Michelin Hi-Lite SuperComp HD and 650 x 20 Continental
Grand Prix. I'm looking for something in a 650 x 23 or
650 x 25 size. Does anyone know of a manufacturer that makes
clincher tires in either of these sizes.

Sure, both companies make 650 x 23 clincher tires. Try the
triathlon shops in your area. Shops that sell 26" wheeled bikes
like: Quintana Roo, Nishiki, some Kestrels, etc. will tend to have a
greater availibility of these tires.

You may also want to check out some tri mail order places such as:
Bicycles Sports in Louisiana
Nytro Multisport in Calif.

On a side note, does anybody know where one can purchase a 26"
(650c) wheelset fairly inexpensively?

Specialized makes/made a 26x1 (nominal) which is probably really about
23mm or so.
