I am trying to setup the flight control shifters on my friends bike with the
old style Scott clip-ons.  There doesn't seem to be any cable stops on the
shifter mount though, so I am wondering how these are supposed to be
mounted.

Nevermind.  I looked a little closer saw the little holes and realized that
the bride acts as a cable stop.

The shift adapter kit originally had cable casing stops.  These can be
fabricated if the parts have gone missing but they are necessary as you have
discovered.
