What is the best Paba-free sunscreen product for triathletes?  Can the
product be used in both open water or pool swims?

I like Coppertone Sport SP 30 best for the face and other
sensitive areas.  It's greaseless and when applied 30 minutes
beforehand holds up nicely against water and sweat.  On less
sensitive areas such as legs and arms I use a cheaper sunscreen
such as the infamous "No Brand".  It's about 1/4 the price yet
equally effective at blocking the sun.  Consumer Report routinely
does comparisons between sunscreens that are worth checking out
if you really want an unbiased opinion.

I am reasonably fair skinned and have had to make good use of sunblocks over the
years when training and racing, particularly in Ironman races. For years I used
the Coppertone sport 15 and 30. It went on dry and when applied early in the
morning just after showering, seemed to last for hours. Two years ago I started
using a product made in Canada, called Kinesys. It is very similar to the
Coppertone, although I have found that it lasts even longer in and out of water
and while sweating.
