Presumably, early in the tournament, they avoid this, but they probably picked the final 4 crew ahead of time.  I know in the New Mexico - Harvard game, they got refs which called it tight, and that threw of UNM from their normal offense that tends to use a lot of non-called moving screens and defense that uses hip-checks.  The MWC refs tended not to call those during the season.

As I understand it, they picked/announced the Final Four crew during the week between Sweet Six*** and Final Four. Of course at that point they don't know who will be playing in the title game, but they did know that 2/4 of the teams were from the Big East, so it was not going to be a surprise if a BE team was in the final.

A bigger question to me is: On what basis were these clowns selected?  I can't believe it was on merit-- they missed some calls (the kicked ball by McGary, e.g., or the early goaltend on Louisville) that any ref in a junior high school game would call 100% of the time.
