Suppose Iowa and Penn State go undefeated, since they don't play each
other. Who would be obligated to go the Rose Bowl? Are either available
for the Alliance?

Iowa would have to go to the Rose Bowl (they would fall to the last tiebreaker,
which is years-since-last-appearance). Penn State would be eligible (again)
for the Alliance.

Don't hold your breath. I doubt both will go undefeated.

Mostly true.  If Washington somehow creeps back in the polls - say to
No. 3 - or if Wazzu somehow goes undefeated, the Rose Bowl could
select Penn State over Iowa for a 1/3 or 2/3 matchup.

How would that be possible?  If Iowa and Penn State were undefeated, then
they would both be #1 and #2 in this circumstance if Washington were #3
(presuming everyone else outside the Big 10 had at least one loss, which
is the only way the Huskies would be #3).  Would you kick out a #2 team
to get #1?  That hardly seems fair and would in fact the contract allow
this?  You'd have some majorly upset Iowa fans in that circumstance.

I think the Pac 10 has a better shot with Washington State if they were
to run the table to provide this scenario as they would be more likely
to be ranked #2 or #3 and perhaps be ranked ahead of an undefeated Iowa
at that point.

While I don't expect both teams to go undefeated.  It raises some strange

the table since they miss PSU and MSU and host (I think, no schedule handy)
Mich.  PSU hosts OSU and Mich. and will be favored to win those games,
though it will be tough.  In sum, Fla (if they win out) might still face an
unbeaten Penn St. team.  It would be a strange occurance and a fitting end
to the Bowl non-Allience.

Note: Rose Bowl would have no flexibility in choosing v. Penn. St. and
Iowa.  In such a scenario, Iowa would automatically qualify under the least
recent in Rose Bowl rule.

This article still doesn't explain a scenario where Iowa could get kicked
out for PSU to play Washington *now* that Washington has one loss.  There's
no way that Iowa would be ranked lower than Washington unless both Penn State
and Iowa were to have one loss.  If both have one loss neither would likely
be ranked #1 or #2.  The article you cite was written before the loss to
Nebraska.  If Iowa were ranked ahead of Washington, how would it be possible
for Penn State to bump a #2 Iowa to play #3 or lower Washington (unless the
provision were to allow Penn State to bump either the Pac 10 or the Big 10 rep
which would allow a #1 vs. #2 matchup of Penn State vs. Iowa, which I don't
think was part of this contract).

The only way Penn State could bump Iowa from the Rose Bowl would be if
Washington State or California were to run the table somehow and wind up
ranked #1 or #2.  With Washington, this isn't going to happen unless *everyone*
starts losing a bunch of games.

You're assuming, of course, that Washington can't win out the rest of
their games and creep back into the Top 3.  I don't recall stating
that an undefeated Penn State *would* be selected ahead of an
undefeated Iowa, just that it *could* happen.  Heck, a trip to the
Orange Bowl sounds more appealing now than to the Rose Bowl.  There's
a lot of football to play yet, so I'm not all too worried about bowl
games yet.

Iowa would go to the Rose Bowl since the tie breaker gives it to the
team that has not been to the Rose Bowl in the longer time.

This could work out for Penn State if they go undefeated. They would
then be an alliance pick and most likely play the #1 team (if they are
not already at the end of the season) for the national championship.
