Pomeroy tells you many things, but I don't really like them from a
predictive point of view.  Too heavily weighted toward "efficiency."

Pomeroy is designed to be exactly predictive.  Of course, there was
barely any difference between Texas and Cincinnati, although Texas
was two points higher.
