I'm looking for a relatively inexpensive starting system for a summer swim
team.

Starting pistol set c.30 pounds. (If in UK bear in mind that these are
dubiously legal now, if in america, just borrow somones artillery.)
Whistle c. 50 pence maybe a quid for a good one
Airhorn - doesn't work. (Don't want to talk about that gala....)
Slapping floats together/onto bench - ditto
