OK.  For the sake of those new to the newsgroup, I redeclare my
interest.  For just over a year now, I have been the Swimmers'
Delegate of the Western Australian Swimming Association (before
that, I was a member of a standing committee of the Assoc.).  I
represent swimmers on the Board.  If any constituent of mine is
disadvantaged, I kick up a stink.

This is why I am pissed off with countries refusing to implement
full drug control programmes.  

Let me clarify why I don't complain about the reported refusal
of a Hungarian swimmer to take a test:  Competition drug testing
is carried out *after* races.  At Barcelona, after a review, the
winner and two of the next three competitors were tested, and
other competitors at random.  Drug testing protocol may take up
to two hours to complete.  A swimmer is quite justified to
complain if they are asked to present during warm up, hence no
such requests are made.  

Out of competition testing (during the training season) is
undertaken by the National Federation.  In Australia, any member
of the 200-strong National Squad (The Telecom Dolphins) may be
tested at any time, usually on 24 hours notice.  Many of my
friends have been tested, several times.  In Australia, you
cannot get away with illegal drug use.  There are also penalties
under Federal law with jail sentences for anyone who prescribes,
supplies, uses, or possesses such *** without good reason.

For those who don't already know (sorry to be cynical here),

On the subject of whether I am racist or not, you'll just have to take
