The consideration time is a standard slightly slower than the automatic
standard to ensure that there are enough athletes to earn All-America
honors if there aren't sufficient qualifiers at the Automatic cut-off.

If a team was 9th in a state championship meet and met the standard for
consideration the likelihood that they will earn the honor is pretty
slim.

I had an athlete several years ago place 4th in the Minnesota State
Championships in the 50 Freestyle.  Her time was under the Consideration
time but when the list came out she missed by 0.06 seconds from earning
the honor.

To be sure you need to make those Automatic standards.
