I'd say yeah (but don't hold me to it).  If 68 cubic inches requires wrapping,
I'd say it safe to assume the 71s do too.

I'm pretty sure the PMS 71ci "Regulator" system is not fiber wrapped.  It MAY be, but
only slightly around the girth of the bottle, but for all intensive purposes it's a
aluminum bottle.  Go to Doc Nickel's web site and check out the Custom Galary.  His
Sniper II and green Autococker are setup with the 71ci tanks.
