is there a manufacturer or plans for a 4 footed  ladder that can be used in
a boat house to easily remove/replace top racked singles/canoes/kayaks by
one person.

Now, add some spring loaded wheels.  Make the springs just
stiff enough so that they lift the weight of the stairs.
his makes it easy to roll the stairs around...and as soon
as someone steps onto the stairs, the wheels "automatically"
retract so that the stairs can't roll away.
