US 2- feathers w/outside hand

I got to watch only a minute of the women's 2- final in Atlanta.  The
stroke, at least, of the US boat was feathering with her outside hand.  I
thought that this was bad form.  What is the story? And, by the way, what
is wrong with feathering with the outside hand?

Yeah, I and a few of my friends noticed the same thing, as well as, I
think it was 3 seat, rowing with his arms around both legs (seemed odd to
me), but we came up with the same conclusion...

: I saw one of the men's stroke doing the same thing.  Might have been the
: 8.  I guess "if it ain't broke, don't fix it" applies here.
