Well, I got very little (read zero) response to this post.  In the mean
time we settled on a design for our outdoor racks.  We're going with
simple 2x4 construction for the racks themselves.  They'll be self
standing and will be anchored to the ground probably with stakes or
auger anchors.

As for the roof, to block UV we'll probably go with a canopy kit.  A
20'x40' canopy made from a tarp stretched over a galvanized pipe frame
costs in the neighborhood of $500, and will be sufficient to cover
singles and doubles.  $500 was an initial estimate so perhaps we can
find one for less, but this solution is best because now the rack does
not need to support the roof... only the boats.  The roof/canopy is self
supporting, and easily taken down for the winter snow season.

It is 'rustic' to say the least, with no protection, no uv filters,
canopies, and it floats! but that is why we have to move it at the end
of each season
