Not sure a program is necessary.  The following can be kept track
of easily by hand:

Everyone gets a rating, higher for better players.  The weaker player
starts with the difference between the ratings, not to excede 60 points
(for example).  If a player wins a match, their rating goes up a
point.  If they lose it goes down a point.

That is how we run our leagues.
We choose a "par" player to be zero, then either add or subtract from zero
to match other opponents..and it works quite well.
