If a foul is commited, leaving the incoming player snookered, the rules state
 that
" the player MAY remove the impeding ball and shoot the 'on' ball, the player
 cannot score by pocketing this 'on' ball.... and the next player returns when
 the stroke is completed". Am I to assume that the player removing and shooting
 is the player that fouled?
