I'd say that would be typical.  Many players have developed a
psychological block against hitting the cue ball low after years
of lousy chalking and miscues.  Such training is hard to overcome.

Have the ones who fail tried other cues?  You might also suggest a short
***bridge to them to force them to hit low.

both the object ball and the cue ball.
